This resident feels that photo radar in any community is mainly a cash cow. Some communities call them Scam Cams.

The GOOD news is both gray crew cab trucks that have the cameras are fairly easy to spot. At least along Highway 16A they stand out fairly clearly. One truck is a Toyota Tundra, the other a Dodge 1500.

It is my experience that police in Spruce Grove / Stony Plain are really only monitoring speed via photo radar and not doing much else with regard to traffic enforcement. Photo radar does not monitor...

... people turning left after a turn arrow has gone from yellow to red. (Example: From 16A eastbound turning north by TD Bank)

... aggressive drivers making multiple lane changes between Spruce Grove and Stony Plain.

... people who fail to come to a COMPLETE stop before turning right on red.

... drivers who fail to yield to pedestrians in school zones and crosswalks.

Photo radar also will not easily tag a vehicle pulling a trailer.

The "Slow down and you won't get a ticket" argument is very old and simply does not cover off the concerns regarding this program.

For starters the program is run by a private company, their objective is to increase revenue and cut costs to increase their EBITDA year over year. In order to do this they MUST find ways to make it look like the system is working to the average person but at the same time find ways to make the system a failure to keep the revenues flowing...

Have you noticed the 'your speed' signs all over town lately.... These are the signs that show how fast you are going.. well those signs actually store the data and if the traffic isn't averaging more that 10kmh higher than the posted limit they drop the limit so they can increase their revenue as future speed trap sites... Recently they lowered the speeds all along the Westerra area, that was because the data showed the average driver would never receive a ticket there.... I have inside info that confirms this.... The system is being set up to make money, period.....

I have evidence that their training is not sufficient, they do not and have not performed the required manufacturers tests. I also have evidence that the system has been proven to actually increase accidents both property and injury related in juristictions all over North America.

All this system does is provide addtional tax revenues for the city so they can waste more dollars. They do this in the name of our safety and spin their data continuously to hide the truth and confuse the average citizen into believing their propoganda.... The ironic thing is that this program actually makes the roads less safe......

I have recently completed a small study - a more comprehensive one is coming and I hope to publish it in the local paper and possibly Global News....

I am the proud owner of an LTI Ultralyte 2020, the exact same laser gun the local photo enforcement company uses to monitor traffic speeds...

This study was done on the 16A in Stony Plain East Bound just past the Safeway, Timmies, Mcdonalds...

out of 100 cars, at 300 meters before a photo enforcement site 74% of the vehicles were exceeding the posted limit by more than 10kmh (they were all travelling safely with no observed safety issues except for one vehicle I clocked at 132kmh in an 80kmh zone)

out of 100 cars just 100 meters before a photo enforcement site 0% of the vehicles were travelling at more than 10kmh over the speed limit 45% were actually observed travelling at 65-70 kmh in an 80kmh zone... This did create some traffic flow issues in the area and in some instances what I would deem to be unsafe braking and lane changing activities

out of 100 cars at 1km past the photo enforcement site 87% of the vehicles were again clocked at speeds in excess of 10kmh above the posted limit.. 4 of which were travelling in excess of 100kmh in an 80kmh zone..

Clearly this study reveals that photo enforcement does nothing to slow the flow of traffic except where they are located. Infact I observed more potential danger from erratic driving at the photo enforcement location than beofre or after it.. except for a couple of idiots clearly speeding outside of the 85 percentile of drivers observed (These idiots need real police out there not cameras)

One other thing to note, is the fact that I observed 0% of the cars travelling faster than the posted limit at the photo site explains why they are now altering their known locations. This will serve to temporarily increase revenues by catching unsuspecting drivers travelling within the 85th percentile which is usually 11-13kmh above the posted limit, proven to be the safetest drivers on the road http://www.sense.bc.ca/research.htm

Clearly, photo speed tickets are a tax on the average law abiding citizen and does nothing to protect them from the real unsafe drivers.

Furthermore, I have video footage of cops talking about their speed detection gear clearly demonstrating they know next to nothing about it, I have evidence of measurements taken by photo enforcement operators that are 100's of meters out resulting in issuance of tickets when cars aren't even within the specified speed zones, I have evidence of tests incorrectly administered resulting in no way of assuring that their equipment is functioning correctly, yet they still operate and issue tickets based on those tests... the list goes on and on....
